With the release of the Outline Development Plan for the Guangdong-Hong Kong-Macao Greater Bay Area, the development of the Guangdong-Hong Kong-Macao Greater Bay Area has become a national-level development strategy. The reality of "one country, two systems and three jurisdictions" in Guangdong, Hong Kong and Macao undoubtedly constitutes a legal barrier to the in-depth integration and development of the Greater Bay Area.
