On 19 March 2024, the Legislative Council of the Hong Kong Special Administrative Region (HKSAR) passed the Safeguarding of National Security Ordinance on its third reading, which was signed by the Chief Executive and gazetted into effect on 23 March 2024. Since then, the HKSAR has fulfilled its constitutional responsibilities under Article 23 of the Basic Law. The Safeguarding of National Security Ordinance and the National Security Law have been implemented to build a legal shield for the HKSAR to safeguard national security. The enactment and implementation of the Safeguarding National Security Ordinance will further lay a solid foundation for the security of Hong Kong's development and accelerate the realization of governance and prosperity in Hong Kong.

This book collects relevant comments from all walks of life in Hong Kong and the mainland after the passage of the "Regulations on Safeguarding National Security", including official voices, media comments, political expressions, academic interpretations, legal practice analysis, and testimonials from community organizations and business circles. The scope of the collection is mainly Hong Kong society, and strives to be more comprehensive, more representative, and more diverse in the political spectrum, so as to reflect the overall voice of all sectors of Hong Kong society; In addition, it also involves the Mainland government, media and academia. It is hoped that this book will be helpful for readers to understand the importance of this legislation, public opinion and other related aspects.
